
The EU’s Carbon Border Adjustment Mechanism (CBAM) is a cornerstone of the Green Deal, intended to prevent carbon leakage while supporting Europe’s industrial decarbonisation. However, as implementation approaches, design flaws risk undermining its effectiveness for the aluminium sector, a strategic and critical industry for Europe.
In particular, the “scrap loophole” risks distorting competition, while the potential premature inclusion of indirect emissions would further disadvantage European producers already facing high electricity prices. Without targeted amendments, CBAM risks failing to deliver a level playing field and could even accelerate carbon leakage.
This high-level policy discussion will bring together EU policymakers, industry leaders and stakeholders to examine how CBAM can be fine-tuned to better protect Europe’s aluminium industry, safeguard investment, and support a competitive, low-carbon value chain.
